out of washington, dc, and especially from president obama, is a very schizophrenic political game. if you understand the whole idea about sequester came from the white house, and we know that for a fact because according to the press secretary, according to senator bachus and bob worldy, and then in 2011 said he would veto any plan to avoid the sequester. and then in 2012 he said the sequester could not happen. now he comes back from playing golf with tiger woods, he has his conference and starts with the fear mongering and the threats. it's very simple, neil. there are two pieces of legislation that will replace the sequester with very real spending cuts that we passed last year in the house of representatives, hr5652 and hr6684. but you also talk about something that we all must realize. until we move away from the baseline budget system where we have an increase and basically talking about cutting the increase, we'll never get to the real problem in wbc. >> when i looked at what the republican strategy was on this, sit this out, wait the president out, continue with their vacat

days, what washington is calling the sequester. and keep in mind that plan actually originated in the obama white house but was approved by the house and the senate. in front of a sea of first responders in washington, the president today lashed out at republicans in congress saying if legislators don't come to an agreement, emergency services will take a hit. that was just one of a number of possible consequences the president listed off if the cuts are allowed to begin march 1st. he talked about fewer police and firefighters, longer airport security lines, lost jobs, criminals going free, teachers being laid off. democrats in the senate have proposed replacing the forced spending cuts with reduced defense spending and end to agriculture subsidies and more tax revenue for millionaires, but house republicans have rejected any increased taxes as a solution. here's what the president had to say today about that. >> so far at least the idea is that the republicans have proposed asks nothing of the wealthiest americans or biggest corporations, so the burden is all on first responde

games are what washington is all b. president obama has proved himself very good to play this game. he has a strong hand right now. in the current situation with the $16 trillion in debt both republicans and democrat vs. plenty of blame. but it's kind of unusual in this particular case to have president obama complaining about the sequester, since bob woodward's book clearly pins the impetus for the sequester on the white house. the white house came up with this back before the election, because president obama really didn't want to have another big fight about the debt ceiling and everything and he wanted to give some sort of cuts to republicans in order to get past the election. and then he succeeded and here we are now where these cuts are about to take effect. we've kicked the can down the road a couple of times now, and now that he's securely reelected he really doesn't want to have these cuts go into effect. and he's desperate to find some other way of lessening the concerns of republicans who are very concerned about the exploding costs of the government. jon: if both sides agre

of these possible cuts. lisa rein is following this for the "washington post" and she joins me now. lisa, in recent days senior members of the obama administration have laid out an exacting detail all the terrible consequences that the sequester goes through while republicans, in many cases, have said it might not be that bad. from your reporting, can you tell who's working closer to the truth? >> well, it is hard to tell you about this is really in part a political game because it really does look like these 85 billion dollars in spending cuts will begin to take effect next fridayment it does not look as if congress, either side in congress has a real interest in resolving this issue. and the obama administration has over the past, i'm going to say, about two weeks has stepped up the pressure on republicans to say to the public, okay, dire consequences will result if these cuts take effect. that's in part because the agencies have to make the cuts across-the-board and they can't really make them without furloughs. now air traffic is just one area of the government that would-- that the white house
